The Airport Authority will oversee the commissioning of the troubled second runway at Chek Lap Kok, after the Government's supervisory body, the New Airport Projects Co-ordination Office (Napco), shuts next month. The office was set up to monitor development of the airport and its side projects such as the Tsing Ma Bridge and Western Harbour Crossing. It acts as the executive arm of the Airport Development Steering Committee, chaired by Chief Secretary Anson Chan Fang On-sang. The opening of the second runway has been postponed to the summer because of problems with lighting. It had been due to open in December. Monitoring of contractors' works will be carried out by the authority, which answers to the Civil Aviation Department and Economic Services Bureau. A Napco spokesman said Chek Lap Kok was the legal responsibility of the authority.
