Hong Kong-style schools should be built across the border because of the landmark ruling on abode, a teachers' union chief has proposed.

Cheung Man-kwong, president of the Professional Teachers' Union and Democratic Party legislator, said the idea was to alleviate the pressure arising from a potential influx of mainland children born of Hong Kong permanent residents.

With Hong Kong-style government-aided schools in Zhuhai and Shenzhen, mainland children with certificates of entitlement could opt to study the same curriculum as students in Hong Kong.

'The proposal is to construct these schools in the vicinity of areas where Hong Kong people gather.' He believed this would help mainland children who might not want to come to Hong Kong immediately.

'The mothers of many of these children might not be able to come to Hong Kong.' Mr Cheung believed the number of mainland children born of Hong Kong permanent residents, including those born out of wedlock, could reach 400,000. 'As the number of mainland children who are waiting to come to Hong Kong has risen drastically, the mothers of these children could have to wait for four or five years to come to Hong Kong.

'The construction of such schools in the mainland will allow the parents of these children to choose to stay there for the time being.'
