In a challenge to the Government's electoral framework, the Democratic Party has vowed to try to introduce direct elections for all 60 Legco seats by legislative amendments.
The party also wants the Government to finance part of the campaign expenses if the candidate wins a certain percentage of votes.
Having failed to block the appointed seat arrangements for the district council elections, chairman Martin Lee Chu-ming said the party would try to amend the Legco electoral bill to enable all seats to be directly elected by single seat, single vote in next year's election.
Mr Lee said direct elections were the world's most popular electoral method and believed they should be implemented despite the Basic Law restrictions.
He said the proposed amendments requiring the Government to pay back part of the campaign spending would reduce parties' financial pressure and make it less likely they would be manipulated by sponsors or donors.
Party vice-chairman Dr Yeung Sum said it would encourage electioneering and improve the electoral atmosphere.
