Spending by Tung Chee-hwa's office will rise by 14 per cent to $57 million while the rest of the civil service has been told to find efficiency savings of five per cent.
The additional spending includes $1.9 million in gratuities to his top aides and a chauffeur he brought in from his shipping company.
Another $3.6 million has been set aside to replace air-conditioning at Government House and Fanling Lodge.
The senior special assistant to the Chief Executive, Andrew Lo Cheung-on, will pocket $870,000 upon finishing his 2.5-year contract while special assistant Chan Kin-ping will get $580,000. Mr Tung's personal assistant will get $310,000 and his chauffeur will get $130,000.
The four are paid $3.12 million in total each year, plus allowances up to $1.18 million a year.
Money set aside for the four non-civil service appointments is up 48 per cent from last year to $6.2 million.
