Developers would be required to submit reports on their projects' environmental impact under proposed amendments to the Town Planning Law.
The amendments, to be tabled to Legco in May, also seek to open up the Town Planning Board and give the public more say in zoning.
Legislators are expected to discuss the amendments at a panel meeting on Tuesday.
The Planning Environment and Lands Bureau says the bill aims to make the system more accountable and improve planning control.
Major new provisions include the requirement of a planning and environmental report for projects in 'environmentally sensitive areas' or 'special design areas'.
The bill also tightens control by banning the transfer of 'unexpended gross floor area' from one zone to another within a site.
