Miriam Lau Kin-yee said Singapore was most advanced in logistics development, having set up logistics centres and a logistics park. Meanwhile, Hong Kong was still struggling to get there.

'It is not enough for the Government to be sympathetic to the industry; it should approach quasi-government bodies like the Airport Authority and the Hong Kong Industrial Estate Corp to help establish and promote logistics development,' she said.

Third-party logistics is defined as the outsourcing of transportation, warehousing, inventory management, distribution and other value- added services such as pick-and-pack, assembly, repairs and reconditioning.

One of the main obstacles to logistics development was the high costs in Hong Kong and all parties should do their best to help reduce the expense so that the SAR could be more competitive, Ms Lau said.

The legislator said she was working closely with the Hong Kong Association of Freight Forwarding Agents to establish the proposed logistics park.

Lessons should be learned from the July-August cargo crisis which occurred during the Chek Lap Kok airport opening, Ms Lau said.
