Guidelines may be issued to officials on how to deal with applications to use government venues to commemorate the June 4 killings.

An appeal mechanism could be set up to handle objections raised by applicants, according to Principal Assistant Secretary for Home Affairs Ngai Wing-chit.

Facilities such as Victoria Park, used every year for a rally to remember those killed, will be handed to a new department of leisure and culture next January.

Previously they were run by the municipal councils.

Asked how civil servants would handle applications involving June 4 activities, Mr Ngai said the Government could refer to its experience with existing premises.

He said an advisory committee might be appointed to map out guidelines.
