More democracy urged in choice of chancellors

Laws governing the appointment of university chancellors may be amended to ensure they are chosen democratically.

Democratic Party legislator Cheung Man-kwong said: 'The staff and students should have more say in the process. Whether they should be allowed to vote or to have some other form of participation is debatable. Staff should be allowed to monitor the process to provide checks and balances.' Mr Cheung said he might move amendments to allow such changes.

His comments followed a decision by the Chief Executive - who has the automatic right to be chancellor of all the universities - to decline the posts.

Mr Cheung, who represents the education sector in the legislature, suggested lawmakers be appointed to university councils. At present, they sit on the University of Hong Kong, the Chinese University and the Baptist University councils.
