The report in the South China Morning Post of March 31, that thieves are stealing tax rebate cheques on an organised basis, is worrying.

 Perhaps the various Hong Kong banks could allay people's fears by examining very closely all Inland Revenue Department cheques being used by anyone to open a new account.
