Tenants on public estates are being given a say in ousting poor-performing cleaning firms under a Housing Authority blitz.
Lazy security guards will also be targeted in a reform to ensure that residents receive good-quality services.
The new appraisal system allows tenants to rate the firm cleaning their estate.
The score will serve as an indicator when the authority considers renewing the firm's contract. Poor performers will be struck off the authority's recommended list.
In a paper to the Legco housing panel, companies registered for less than two years would not be considered to prevent blacklisted firms from 're-registering' under different names.
Specific terms would also be added to contracts to ban subcontracting of jobs. The number of estates a cleaning firm could serve would also be specified, depending on the size of the firm.
