Recent signs of unrest in Beijing have persuaded the leadership to reject suggestions by moderate cadres that token compensation be made to the victims of the June 4, 1989, crackdown.

And the authorities will stress orthodox values when marking the 80th anniversary of the May Fourth Movement next Tuesday.

A party source said yesterday that the administration of Jiang Zemin had been close to approving plans put forward by liberal aides to make a 'symbolic gesture' on the eve of the 10th anniversary of the 1989 massacre.

This would consist of issuing certificates and other forms of recognition to college students whose study programmes had been disrupted by the June 4 events.

Moreover, some compensation would be paid privately to students and Beijing residents injured when soldiers moved into the heart of Beijing the night of June 3.

The source said these actions were meant to show Beijing was willing to take a 'humanitarian view' on June 4 while maintaining its verdict that the demonstrations were an anti-party rebellion.

But he said the large-scale protest by affiliates of the Falun Gong sect last Sunday prompted Mr Jiang to rule out making a conciliatory gesture.
