Speaking to a Tuen Mun District Board delegation, Mr Liang outlined the economic and social significance of the bridge to the development of the Pearl River Delta area.

He said the final technical plans would be submitted to the State Council this month.

As no funding was required from the central or provincial authorities, Mr Liang said he was optimistic it would be approved.

The Zhuhai Government will cover 60 per cent of the costs, with the remainder coming from foreign investors.

''One cannot say that our confidence [in the project] has been too great,'' Mr Liang said. ''We are confident because we are using our own money.
