Battle-weary legislators walk out

The bill providing for the introduction of 102 appointed seats in district councils next year was endorsed after a 14-hour marathon debate with no major amendments.

By a vote of 38 to 19, the bill - which governs the polls scheduled to be held in November - was passed in its third reading early on March 11.

Almost all the amendments proposed by legislators were blocked while major government amendments were passed.

Amendments proposed by legislators included Democrat Lee Wing-tat's attempt to scrap appointed and ex-officio seats, independent Andrew Wong Wang-fat's banning of politically active persons to be appointed members, and Christine Loh Kung-wai's efforts to enhance the powers of the councils by enabling them to exercise powers and duties imposed by other legislation.

All 13 members of the Democratic Party walked out of the Legco chamber after voting against the bill.

Party chairman Martin Lee Chu-ming said: 'We staged the walkout because after hours and hours of hard work, we achieved nothing.
