A measure to protect telecoms investors from competition could be reversed under a policy review.

The review, to be conducted by the Telecommunications Authority, will also include determination of fees and possible controls over big operators.

The present protective measures, stated in an authority policy statement in 1997, ban competitors from sharing networks with an initial investor for the first three years after they enter the market.

Secretary for Information Technology and Broadcasting Kwong Ki-chi said: 'The investment in a broadband network is a risky one because of the uncertainty of future demand.

'It does not appear to be an equitable arrangement if other operators are allowed to seek interconnection immediately after an investor has invested substantial sums in the infrastructure.' Legislators were told the review could be released for public consultation in about two months.

At present, there are four broadband conveyance services operators - Hongkong Telecom, Hutchison Communications, New T&T and New World Telephone.
