A controversial proposal to fine consumers buying pirated goods has been dropped.
The move follows objections raised during consultations on how to combat intellectual piracy.
Sources said imposing fixed penalties on consumers caught with pirated goods such as compact discs or video compact discs would only be considered if other anti-piracy measures failed.
Trade and Industry officials will brief legislators on Monday on new measures to combat piracy.
It is understood the Government intends to include piracy offences in the Organised and Serious Crimes Ordinance.
The ordinance removes suspects' right to silence and forces front-men to divulge the masterminds. It will also allow the prosecution to apply for court orders to investigate the financial affairs of suspects and confiscate their assets.
