Ofta plays a key role in Hong Kong's development as one of the world's most advanced mobile phone markets, according to equipment giant Nokia.
The regulator has 'lived up to its mission of being pro- open markets, pro-competition and pro-customer', Nokia's director of marketing for China, Timo Poikolainen, said.
A pro-active approach towards driving the market forward had brought the benefits of competition to consumers who were now getting improved services and prices.
'Moves like the early introduction of mobile number portability have stimulated the market,' Mr Poikolainen said.
Nearly half of Hong Kong people now have a mobile phone and the market growth appears to show little sign of slowing. But it is not just the penetration of services that marks the SAR as special.
'There are few markets which show such rich diversity of cellular technologies,' Mr Poikolainen said.
