Education chiefs are considering tightening controls on what students learn.
They said that as technology gathered pace, children were increasingly using the Internet as well as textbooks.
Board of Education chairman Moses Cheng Mo-chi said it was time to review procedures for monitoring textbooks and subsidiary learning materials.
The move has been backed by board vice-chairman and Director of Education Fanny Law Fan Chiu-fun.
They said the move would ensure students received good quality material to study.
But a critic warned that it could give the authorities the chance to exercise thought control.
Legislator and president of the Professional Teachers Union Cheung Man-kwong urged the department to define its role clearly.
