The company which submitted a 'project profile' to the Government for a cruise terminal at North Point last week is headed by Cheung Kong boss Victor Li Tzar-Kuoi.

 The submission confirms the property giant's determination to proceed with the project, despite government plans for a third cruise terminal at Kowloon Bay.

 Super Winner Development Limited, headed by Mr Li, has lodged a project profile with the Environmental Protection Department, in preparation for an environmental impact assessment for the terminal in Victoria Harbour just off North Point.

 But the Government has confirmed in its revised southeast Kowloon scheme that it would also now go ahead with a cruise terminal there.

 'An area of dredging is likely to be necessary to provide an adequate depth of water to the possible cruise terminal,' says the document.

 'Detailed environmental and marine assessments have yet to be carried out.'  Cheung Kong has not lodged a formal application for the development, but has succeeded in having the zoning of the area changed.

 Nicholas Brooke of the Town Planning Board said Cheung Kong wanted the land use changed and 'on balance that's acceptable'.

 'It's the first step in a process. It wasn't seen as controversial,' he said.

 The application for rezoning was made by Super Winner Development Limited.

 The land concerned is on a reserve list for government sales, and Cheung Kong does not own any land there.

 Legislator Christine Loh Kung-wai described the procedure as unacceptable.

 'We can't carry on like this - it jumps the gun and it has to change if they ever want to have decent policies,' she said.

 Wharf Holdings, which operates Hong Kong's only cruise terminal at Tsim Sha Tsui, has maintained there is no demand for a second terminal in the 'short to medium term'.

 'Ocean Terminal is already under-utilised,' said a spokesman.

 'All we know is that Cheung Kong has the intention of building a second terminal - we say, what's the point.'  If a cruise terminal is needed, southeast Kowloon would be 'much more suitable than North Point,' Royal Hong Kong Yacht Club director Robert Bird has said.
