Your front page headline of June 28, 'One country ahead of two systems: NPC official', echoes another famous slogan from George Orwell's Animal Farm.

 For those unfamiliar with that prophetic novel I repeat the first line: 'All animals are equal,' and the line later added underneath by the tyrant Napoleon: 'Some animals are more equal than others.'  I believe Animal Farm is still banned in the PRC, but not in Hong Kong - yet.
