The Government has failed to exploit fishing's potential even though the industry now has a voice in the legislature, representative Wong Yung-kan says.
Mr Wong said he had succeeded in raising public concern over the industry after a Legco seat was allocated to the agriculture and fisheries functional constituency last year.
'No one seemed to know what the industry was doing in the past. But the situation has been changed,' the veteran fisherman said.
Mr Wong, of the Democratic Alliance for the Betterment of Hong Kong, is one of the eight new faces elected to Legco last year.
But he said the seat had had little effect on the Government's policy towards the industry.
'They still see fishing as a dispensable industry,' he said.
'[Commercial] fishing can make money, a lot of money. Why can't it be developed?' he asked, saying its operation had developed little since the 1970s.
