The Police Dog Unit has made an about-turn over its views on the proposed Dangerous Dogs Regulation.
In its initial submission to the Legislative Council on July 15, the unit's chief inspector, Kong Cheuk-chau, supported classifying dangerous dogs by breed.
He said classification by size as proposed by the Government would be opposed by most dog owners.
Two days later, Mr Kong submitted another paper to the Legislative Council seeking a clarification after he obtained information and facts which were previously unavailable. He said the dangerous dogs he referred to initially were known fighting breeds, which had been included in proposed amendments.
As classifying potentially dangerous dogs by breed would exclude mongrels, which he considered a problem in some areas, classifying by size would be more appropriate.
Mr Kong also said that breeds which were traditionally friendly might turn on people on rare occasions, so again it would be sensible to classify them by size.
