A top local adviser to China has urged RTHK to exercise self-censorship and not provide a channel for 'splittist views'.

Tsang Hin-chi, a member of the National People's Congress Standing Committee, said he would express his views to a committee meeting on August 23 about the remarks made on RTHK by Taiwan's de facto envoy, Cheng An-kuo.

In the Hong Kong Letter, programme, Mr Cheng, managing director of Chung Hwa Travel Service, echoed President Lee Teng-hui's comments that China and Taiwan were in a situation like that of Germany before reunification.

Mr Tsang said it was not suitable for Mr Cheng to make such comments. RTHK, as a government-funded broadcaster had to consider basic principles.

'Stability is necessary for Hong Kong. As a government-funded station, it ought to have self-control. [Otherwise] discussion on drafting of Article 23 has to start sooner . . . Mass media should not advocate secession . . .,' he said.

Article 23 says the SAR should enact laws to prohibit any act of treason, secession or subversion to the central Government. He said it was not the right time to start drafting Article 23.
