Disabled social worker wins cut in driving ban

A judge yesterday allowed a disabled social worker to resume driving later this month after hearing he had suffered 'the reality of Hong Kong life' on public transport.

Francis Lee Kwok-wah, 38, had been disqualified from driving for a year after being found guilty of reckless driving on May 28.

Lee, who walks with the aid of crutches, switched to public transport but had had four accidents since, the Court of First Instance was told.

'He is being jostled around on public transport. The reality of Hong Kong life is a lot of people don't pay too much attention to the disabled,' his counsel, Toby Jenkyn-Jones, said.

'He has a licence. He has a car. He made a mistake,' Mr Jenkyn-Jones told Mr Justice Wally Yeung Chun-kuen on appeal.

Lee, driving a specially modified car, overtook a bus in Chai Wan Estate near a zebra crossing on January 9 as cars behind sounded their horns.
