Writer charged over arts grants

Prominent writer Woo Chih-wai was charged last night by the ICAC with cheating the Arts Development Council with claims for grants of more than $100,000.

Woo, who is on the board that oversees the council's finances, will face seven counts of fraud in Eastern Court this morning.

The Independent Commission Against Corruption has been investigating Woo for more than six months and last night accused him of inflating the cost of producing a council-funded magazine to obtain extra subsidies.

The ICAC said he conspired with Wong Kai, head of the printing firm Hong Kong (English) Pen Centre, to win a grant dishonestly to publish Hong Kong Literature.

Wong and Woo, both 57, were jointly charged yesterday with conspiracy to defraud.

Woo also faces three counts of falsifying an invoice, over a document purporting to show $106,953 was payable for printing 3,000 copies each of issues four, five and six of the magazine.
