NEW legislation will be proposed next year to regulate special effects workers in the movie industry.

The law, which aims at making movie sets safer, will require all workers to obtain a licence.

Eddy Chan Yu-tak, Commissioner for Television and Entertainment Licensing, said special effects experts were required to hold certain qualifications. But few in Hong Kong met these requirements.

'Some workers had the necessary experience to do the job but no formal qualifications,' he said.

'So we are now providing some training courses which could enhance safety at work.' Under the Entertainment Special Effects Bill, workers would go through intensive courses ranging from five to 15 days to obtain a licence.

A special effects expert had been hired from Hollywood to teach local workers, he said.
