Schools will be able to form alliances to allow pupils to take the broadest possible curriculum they are interested in, the commission said.
Schools run by the same body could link up and allow students to move around to take subjects.
The commission also envisages the establishment of 'superschools' providing kindergarten, primary and secondary curriculums.
Commission chairman Antony Leung Kam-chung said reforms in preschooling and the university admission system would come first.
The commission wants the universities to take extracurricular activities into account when admitting a student, instead of relying solely on the advanced level examination results.
'We hope the universities can take the lead to change. If parents see the changes, they will not be so keen on forcing their children to focus on schoolwork only,' Mr Leung said.
