A group of Kwai Chung flat-owners have been told the good location of their homes is part of the reason water seeps in during typhoons.
Residents in Highland Park complained about serious water leakage through the walls during typhoons Sam and York.
In a reply, the Housing Society said the problem was partly due to the good location of the block.
The sandwich class housing project is on a hillside, with unblocked views of the west of Victoria Harbour.
The society said: 'It is on a hillside and there are no buildings nearby to block the wind or rain. So it is easier for water to seep into the flat.' It also says many other flats have the same problem during heavy rain.
A residents' spokesman, Wong Shui-lam, said the society's response was irresponsible and he would lodge a complaint with the Ombudsman.
