Civil servants have been assured their rights will be protected during the partial privatisation of the public service.
Mr Tung pledged to launch more studies and consultations before privatising some departments.
'We will ensure that the legitimate rights of serving civil servants are protected,' he said.
The Government, Mr Tung said, was focusing on the scheme for private sector involvement in the estate management work of the Housing Department.
He promised to try to avoid redundancies when pushing ahead with civil service reforms and cost-cutting targets.
'We will endeavour to make reasonable arrangements for all serving staff and will avoid staff redundancies as far as possible through inter-departmental redeployment, secondment and employee retraining,' Mr Tung said.
