The speech was hollow and failed to address key concerns, some legislators said.
They were disappointed the administration did not offer a boost to the economy or measures to cut unemployment.
Some members questioned Mr Tung's pledge to turn Hong Kong into a model green city in Asia and on a par with New York or London.
Democratic Party vice-chairman Dr Yeung Sum said: 'This is the most boring and hollow Policy Address so far. It deviates from the public's wishes and ignores the people's plight.' While praising Mr Tung for placing emphasis on education, party colleague Cheung Man-kwong likened the initiatives to those of last year's blueprint.
Unionist legislator Lee Cheuk-yan said the speech had put people to sleep, adding that it stressed how to improve the quality of life of the rich but offered nothing for the grassroots.
Chan Yuen-han of the Federation of Trade Unions and unionist Leung Yiu-chung described the speech as lacking the means to ease high unemployment.
