Mr Tung acknowledged that the possibility of developing a casino is being studied by a government think-tank, but repeated that there are no plans to go ahead. He said the study by the Service Promotion Strategy Group, a think-tank run by the Business and Services Promotion Unit, was a 'low-level' review. 'The Government needs to look at all sorts of things. [They are looking] not in a way that is very serious,' he said. 'What we need to do is to make sure everything is looked at properly. It is a low-level review.'
