Two Housing Department employees and five others were arrested by the ICAC for allegedly operating gambling dens - on Fa Yuen and Shanghai streets, Mongkok - and loansharking. They are being investigated in connection with providing tip-offs on anti-hawking raids in exchange for bribes. Hui Kei-nam, 43, a department foreman, alone will face a count of lending $30,000 to a food stall operator at an interest rate exceeding 60 per cent a year.
