Justice chief hit by new criticism

The justice chief came under fire yesterday over her comments on how the rule of law had been upheld since the handover.

Secretary for Justice Elsie Leung Oi-sie told legislators at the administration of justice and legal services panel yesterday that there had been constant legal challenges to the Government.

Last year, 947 civil proceedings were brought against the Government, 105 involving judicial review of its decisions. The Government lost 62 of the 947 cases, or 6.5 per cent, and 16 per cent of the judicial reviews.

The low rate showed the majority of government decisions were lawful, she said.

There had also been legal challenges to legislation derived from the Basic Law.

'This is a striking demonstration of the rule of law,' said Miss Leung.
