More than 10 million cubic metres of construction waste will be used - easing the demand on landfills.

Senior engineer of the public fill section of the Civil Engineering Department, Ho Ka-keung, said the first and second phases of the reclamation would use construction waste. It would be a good way to tackle the increasing construction waste problem.

In 1997, the SAR produced six million cubic metres of construction waste.

This rose to 6.7 million cubic metres in 1998 and was expected to reach 7.3 million this year.

According to initial plans, the Penny's Bay reclamation, requiring 77 million cubic metres of fill, would be split into two phases.

The first phase would be completed in about two years to fit in with the proposed Disney theme park at Penny's Bay.
