More than 20 applications to canvass on public housing estates were stalled on the first day of industrial action by Housing Department staff.

Applications involved requests to host election forums, display posters and canvass door-to-door in Yuen Long, Kowloon East and New Territories West, said Lam Man-cheuk of the Alliance of Housing Department Staff Unions.

'We have explained politely to the applicants why we have refused to handle the applications,' said Mr Lam.

Housing staff voted on Sunday not to process applications for canvassing in a work-to-rule action against the Government's move to partially privatise housing management.

However, the department said contingency measures had already been mapped out to ensure elections for district councils went smoothly.
