An appeal mechanism will be provided to mainlanders who are refused certificates of entitlement for right of abode applications. Amendments to the Immigration Regulation will see all appeals go to the Immigration Tribunal. An appellant may be represented by a counsel or any other agent and members of the tribunal will rule whether the Director of Immigration made the correct decision in refusing to issue a certificate. Mainlanders who claim permanent residency must apply for the certificate from the mainland. The Immigration Department estimated there would be about 370 appeals each year. It said 12 extra jobs would be created for the appeal mechanism.
