The Hospital Authority is to be told it has treated a doctor who used a mobile phone during an operation unfairly.
It is understood the authority's legal team is assessing the amount of compensation the patient involved should be paid.
The Queen Mary Hospital surgeon, surnamed Tung, has been removed from all clinical duties.
During the operation, Dr Tung, who was performing keyhole surgery to remove a polyp from the patient's colon, broke through the colon wall.
The patient, taxi driver Chung Chi-cheong, needed a second operation the same day for inflammation of the abdominal wall.
The Public Doctors' Association said it was unacceptable that the authority, before completing its internal investigation, had said the doctor would be disciplined.
