Most medical staff at the Kowloon Bay polyclinic have been subjected to residents' hostility over the Aids clinic, the commission's investigation found.

Its survey of 157 respondents found 63 per cent of staff but only six per cent of patients and their families had experienced some form of harassment. Seventy-one per cent of staff are women.

Harassment included abusive language, being questioned when passing through Richland Gardens or being stared at when passing the command post residents set up beside the clinic.

The commission's chief equal opportunities officer, Joseph Li Siu-kwai, said visitors' lower attendance rate and the fact they were less easily recognised lowered their chances of being harassed.

Most of the victims had been forced to take different routes to the clinic and some had called for police assistance.

Nearly 60 per cent of the respondents were disappointed by the Government's lukewarm attitude, while 29 per cent said improving transport so they did not have to go inside Richland Gardens was the priority.
