More than 90 per cent of the 663 people polled questioned whether the proposals would work.
About 25 per cent expressed doubt about the practicality of the reforms, with 16.9 per cent unsure whether they would solve the problems.
Ten per cent condemned the reform as unrealistic.
Chan Tak-ming, vice-chairman of the Alliance of Hong Kong Youth Groups - which helped carry out the poll - said information released about the reforms was not comprehensive enough.
