CD copyright registry 'may stifle piracy'

A registry should be set up to help compact-disc makers check on copyright and avoid piracy, it has been suggested.

'The suggestion would enable disc makers to have easy access to check on copyright and obtain authorisation from the owner,' said Thomas Lee Yuk-sang, president of the 60-member Optical Disc Manufacturing and Technologies Association.

Copyright owners would be encouraged to register at the office.

'Factories sometimes have to close because the authorisation they have turns out to be irrelevant,' Mr Lee said.

'But with such an office, factory operators would have a reliable source to make sure authorisation is obtained from the legitimate copyright owners.' Mr Lee said there was no standard mechanism for disc-makers to rely on for authorisation.

'It is hard to trace the original copyright owners when dealing with small production companies,' he said.

But Sam Ho Wai-hung, of the anti-piracy operation of the Motion Picture Association, condemned the suggestion as unrealistic and illogical.

'A large amount of resources are needed to have such office set up,' he said.
