Anson Chan Fang On-sang said civil service morale would suffer if senior colleague Kwong Ki-chi decided to quit. Speaking at a reception for media executives last night, Mrs Chan declined to comment on reports that Mr Kwong has been nominated to head the new stock exchange. The Chief Secretary for Administration was reported as saying: 'I have not been formally notified. I don't take it as a fact that he's going to leave.' Sources have confirmed Mr Kwong, Secretary for Information Technology and Broadcasting, has beaten other candidates to get the top job at Hong Kong Exchange and Clearing. He has declined to comment and officials said that they did not comment on reports about personnel changes. The exchange board is expected to approve the recommendation of Mr Kwong by its selection committee next week. It will then be subject to approval by the Securities and Futures Commission. Sources said the commission had no opposition to his appointment. It is understood that efforts have been made to persuade Mr Kwong to stay. Mrs Chan said job satisfaction and sense of commitment were important factors that have kept senior officials in the bureaucracy.
