Pro-democracy legislators have been excluded from the Macau handover ceremony although leaders of all other major political parties are among the Hong Kong delegates. Led by Tung Chee-hwa, the 47-strong SAR delegation includes senior officials, prominent businessmen and pro-Beijing politicians. Among them are Cheung Kong boss Li Ka-shing, chairman of the Democratic Alliance for the Betterment of Hong Kong Tsang Yok-sing and leader of the Liberal Party James Tien Pei-chun. Information Co-ordinator Stephen Lam Sui-lung said the list was decided by Beijing. 'Delegates were chosen according to their personal status and service background to society,' he said. The Chief Executive will sit among the Beijing delegation at the ceremony, accompanied by his wife, Betty Tung Chiu Hung-ping. Chief Secretary Anson Chan Fang On-sang and finance chief Donald Tsang Yam-kuen will also attend.
