More than one-sixth of the 6.8 million population will gather on Hong Kong Island and in Tsim Sha Tsui to celebrate the millennium, police estimate. Of the 1.2 million, 800,000 are expected to gather at Tsim Sha Tsui for the countdown at the Clock Tower - one of 48 major celebrations. More than 450,000 people are expected to celebrate at venues in Causeway Bay, Happy Valley, Wan Chai and Central. Assistant Police Commissioner Cheung Chi-shum warned that traffic congestion would be inevitable because large sections of road would be closed to vehicles. CLP Power will have engineers at branch stations near venues where major events will be staged and police will provide temporary lighting. Mr Cheung said there would be enough officers to handle emergencies with 95 per cent of the 14,000 operational officers, including more than 2,300 from the auxiliary force, on duty. The remaining five per cent could be called in if necessary.
