The list of 102 appointed district council members is unlikely to be unveiled before the New Year. Director of Home Affairs Shelly Lau Lee Lai-kuen said on Monday that the list would be released in the next two to three days, but the need to get responses from the prospective members has caused a delay. The 18 district councils have had to defer their first meeting from January 1 to later in the month. According to procedure, all appointed members have to be sworn in as council members before attending the first meeting. The list had been submitted by the Home Affairs Bureau and Tung Chee-hwa had made his final decisions. But a Home Affairs Bureau spokesman said the list would probably not be announced today. The next working day for an announcement would be Monday. The bureau has also prepared a reserve list for the Chief Executive. Council appointments, cancelled by former governor Chris Patten, were reintroduced by Mr Tung after the handover.
