The ADPL is focusing its efforts on getting its chairman, Frederick Fung Kin-kee, back as a lawmaker this year.

The Association for Democracy and People's Livelihood, which has been without a lawmaker since July 1998, is hoping to field several candidates in the September legislative election.

The party, which has most of its support in Shamshuipo, failed to win a seat in the first SAR legislature polls in 1998, although Mr Fung was a lawmaker representing Kowloon West until 1997, as well as sitting in the provisional legislature in Shenzhen.

His colleague Bruce Liu Sing-lee represented Kowloon Central from 1995 to 1997 and was defeated in Kowloon West in 1998.

Mr Liu, who was also defeated in Wong Tai Sin's Wang Tau Hom constituency in November's district council polls, when the party secured 19 seats, believes the ADPL can survive despite previous election setbacks.

In 2004, Mr Liu hopes the party could win up to four seats in Legco elections when directly elected seats are increased from 24 to 30.

With more of those seats available, the Democratic Party and the Democratic Alliance for the Betterment of Hong Kong (DAB) might develop to a significant strength similar to main parties in Britain and the US, Mr Liu said.
