A man who tricked 169 contractors into submitting tenders and paying him nearly 11 million yuan (HK$9.7 million) was sentenced to life imprisonment and had his political rights deprived.

Li Siwei received 10.96 million yuan in 'tender fees' from contractors in 10 provinces between 1994 and 1998 by claiming he was the chairman of a Cambodian firm, the Guangzhou Daily said yesterday.
The scam started in 1994 when Li set up shell firms in Guangdong claiming he had obtained government approval for four port and highway projects in two cities in Guangdong.
He then used the companies to sign contracts with the contractors and obtained 'tender fees' from them.
