Six mainlanders, aged between 18 and 44, were arrested on a vessel off Cha Kwo Ling after failing to produce identification documents for officers.
Five were from Fujian province and one from Guangxi. They were handed to police.
The department intercepted 13 illegal immigrants on land and at sea in 1999 but have already arrested 10 suspects in the first 20 days this year.
The spokesman said Customs had the manpower to tackle the problem.
