I WELCOME the launch of the On-The-Job Training Scheme and I congratulate the 120 participating companies on their far-sighted commitment to retraining. Retraining is essential in helping people adapt to technological change. It is also essential for the economy as a whole because it helps to alleviate the constraints on economic growth caused by our chronic labour shortage. Our aim is to complete retraining for 4,500 people by October. I have no doubt that we shall achieve this goal.
