Guangdong planned the recent executions of triad members from Macau and Hong Kong to serve as a warning to the underworld, the province's police boss said yesterday.

 The executions of triad members over the past year were intended as a deliberate warning to gangsters in Macau and the SAR, said Chen Shaoji, Director of Guangdong's Public Security Department.

 'The moves were carefully planned. We wanted them (the triads) to know that they should never think of making a comeback,' Mr Chen told members of the Guangdong People's Congress - the provincial law-making body - yesterday.

 Congress members were in Guangzhou for the annual meeting.

 In Panyu, two triad members - one from Hong Kong and another from the mainland - were executed last Thursday for murdering seven people.

 In November, Hong Kong gangster Ye Cheng-jian and four mainlanders were executed in Zhuhai for murders, robberies and kidnappings in Guangdong and Macau.

 Mr Chen said the execution of Ye and the others set an example and were effective ways to deter violent crimes.

 'The arrest and execution of Ye Cheng-jian came as a shock to the gangsters,' Mr Chen said. He said gangsters usually abandoned their weapons when their members fled or when they wanted to keep a low profile to avoid police attention.

 The police chief said the fact that Macau police had recently recovered a large quantity of weapons further indicated a lessening of triad influence.

 Mr Chen said Guangdong would continue to crack down on triads from Macau.

 Speaking at a separate meeting yesterday, Guangdong Governor Lu Ruihua revealed that Guangdong had set up a special team, headed by a vice-governor and Mr Chen, to combat cross-border crimes with Hong Kong and Macau.

 For years, Hong Kong and Macau triads turned to Guangdong for firearms and often sought refuge in the province after committing crimes.
