Anson Chan Fang On-sang chats to a winner, Cheong Wai-man, after the Chief Secretary for Administration presented 250 prizes at the first Civil Service Customer Service Awards ceremony at Government House. Mrs Chan urged staff to foster a customer culture to meet the growing demands for quality public service. She said the bureaucratic days of civil servants relying on an 'unbreakable iron rice bowl' had long gone. 'We must open our minds and strive to improve services,' she said.
