Liu Zhihua, one of Beijing's vice-mayors, gave a timetable for the development of the science and technology park at the recently concluded Zhongguancun working conference.

The park expects to have in place by 2002 a mechanism to attract and stimulate talented workforce, the Beijing Youth Daily reported.

Attracting students studying overseas to return to the mainland and work in Beijing's answer to Silicon Valley is one of the main goals for the development of the park this year.

'Compared with the objective of first-rate science and technology parks, Zhongguancun Science and Technology Park lacks high quality entrepreneurial people,' Mr Liu said.

Among other incentives, a complete service scheme and new policies will be available to lure the Western-educated students back to the mainland.
